Once you are able to complete Out of the Blue main quest, you will get access to A Satisfied Conscience. It is the fourth main quest in Fallout 76 Steel Reign update. In this guide, we will discuss everything you need to know on how to complete the Fallout 76 Steel Reign A Satisfied Conscience quest.

To get this quest you need to speak with Paladin Rahmani at Fort Atlas. Rahmani will tell you that Scribe Valdez has accessed the damaged Pipboy we recovered in A Knight’s Penance.

According to Valdez, the Pipboy came from Vault 96 where you might find the abductee and Dr. Blackburn’s experiments. Your objective now is to investigate Vault 96. As you enter the Vault you will meet a Hellcat Mercenary who tells you about Blood Eagles killing his men.

Follow the marker and activate the Transponder for Valdez. Now go downstairs and kill the Blood Eagles after which Dr. Blackburn will reach out to you through the intercom. Blackburn wants you to leave, the door to Blackburn is locked and you need a keycard to open it.

You need to collect clues from the Mainframe Wing so follow the objective marker and pick up FEV Log #22, a note named Vault 96, and the third clue is the error log in the terminal. The objective marker will lead you to all clues you need.

You now need to open the Cryonics wing. Interact with the door and speak with Tally Lang. Help her with the robots to get the keycard. You can choose to kill Tally Lang as well. It has no impact on the outcome of the story.

Now collect three more clues from the Cryonics Bay. Now use the keycard to open the Research Wing and find three more clues. Kill the Glowing Snallygaster inside the lab and use the terminal to unlock the test chamber. Speak with the prisoners to know more about Blackburn’s experiments.

Now head to the Overseer’s office and interact with the security card reader. Disable the hydraulics to open the locked door. Head upstairs and capture Blackburn.
